L. Committee is due to consider the Bill on Tuesday, 3 April. First Reading will be on Wednesday 4 April, publication on 5 April.
2. It is important that key supporters and opposition party spokesmen are spoken to on either Tuesday or Wednesday.
3. I suggest that the following should be spoken to:

by Home Secretary
(b) by Foreign Secretary
(c) by Mr Lloyd

4. I have suggested to Mr Bates that he speak to his opposite number in the Home Office, to avoid any risk of the two Departments working at cross purposes. It would be helpful if you could also speak to Peter Lloyd.
