The support staff will be answerable to the UK team but will remain responsible to HKG.
All HMG costs incurred will be reimbursed by the Governor from receipts arising from processing of applications and registering successful applicants.

The fee will be set at a level which will cover the costs of administration, including the HMG element.

The fee will be for considering applications. There is no case for refunding this in cases which are considered and are unsuccessful.
