The major and eminent entrepreneurs, who are well known in Hong Kong, will be invited to apply. Other candidates will become apparent from their
applications under the GAS.

Normal requirements to be of good character would apply.
There are a lot of successful and respected entrepreneurs in HK. But if there were any unused places these would be re-allocated elsewhere within the GAS.
The publicity material in Hong Kong will make this clear and the application form will have a special section for highlighting relevant information.
HKID will be looking out for such applicants.
Factors such as the extent of investments, numbers of people employed in the territory and evidence of philanthropic contribution to the life of Hong Kong. These are examples: there will be others.
In Hong Kong these are considered very much to be disciplined services.
Given the importance of each of these services, yes.
