Because it was considered right to place some value on service for or connections with the UK.
Service with British firms will certainly be taken into account, as will service with HMG and other British organisations, for example, the British Trade Commission and British Council.
The purpose of the scheme is to help Hong Kong as a whole not just the staff of British firms operating there.
Such service demonstrates a commitment to the maintenance of Hong Kong's social infra-structure and is a further useful objective element in the selection criteria.
