PRESSURE TO LEAVE
12. Applicants in categories i, ii, iv and v above automatically meet the pressure to leave criterion. An applicant who does not fa into one of these categories should only be considered to be under pressure to leave his country of residence if he has no unqualified right of entry to any other country and:

He is about to be deported; or
his residence permit has expired or been cancelled and there is no possibllity of his obtaining a further permit,

he has a standard of living substantially below that of his country of residence as a direct result of restrictio: on trade, residence or employment which apply to non- citizens generally or to UKPI in particular.
13. If an applicant under category iii. or Fử. of paragraph 9 above is not considered to be under pressure to leave he should be told that special vouchers are intended mainly for UKPH in East Africa who are under pressure to leave their country of residence, and that he is not considered to be eligible. UKPH whose applications are no accepted on these grounds should not be given the impression that they will become eligible if they are put under pressure to leave, since this encourages them to take such steps as having their residence permits cancelled. Any applicant whose residence permit has expired or been cancelled should always be told to apply for a further permit and should not be issued with a voucher until the post is satisfied that there is no possibility of his obtaining further leave to remain. Applicants who report that they have decided not to renew residence permits which havc expired or which have been cancelled should be told that their special voucher applications cannot be considered until they have sought further permits. Posts should refer these applications to the FCO (VD) and report subse- quent.developments. A voucher will not be authorised, and should not
