1. Thank you for your letter of 9 March on the above. I have consulted the other interested departments here at the FCO and the following is the combined agreed view.

If the team are attached to the British Trade Commission then the FCO would expect to charge the Home Office in full any costs incurred by the Diplomatic Wing (eg rents, other local costs and overheads). This is.

from other Government departments are attached to our missions overseas and are engaged 100% on work for their parent Department as in this case. The team could not be treated in the same way as what you describe as "other Consular Outposts", unless the Home Office formerly transferred the slot and funding for them to the FCO by means of a PES transfer.

3. If the staff were seconded or attached to the Hong Kong Immigration Department, the Diplomatic Wing would not involved at all. It would be an arrangement between the Home Office and the Hong Kong Government.

If it is finally decided to attach the staff to the BTC then there would appear to be two funding possibilities. These are:
(a) the slots remain on the Home Office books with us providing local support and charging the Home Office full costs thereof; or
(b)
the Diplomatic Wing take the slots on to its books following a PES transfer from the Home Office.

Although it is clear from the above that it will fall to the Home Office to meet the costs of the UK team, either directly or indirectly, our Finance Department have provided the attached figures as a guide to likely costs in 1989/90 of Diplomatic Wing
