"Insurance" is by definition funded by a premium substantially smaller than the risk covered. A point seemingly overlooked by conservatives expecting Hong Kong Chinese to prefer UK to Australia, Canada, Singapore, Taiwan, should Beijing misbehave in 1997.
My estimate is that few Hong Kong entrepreneurs would finally choose to live in UK (food, weather and prospects less attractive than the alternatives). The "Insurance" Passport makes sound economic sense with low risk of an ultimate claim.
