Important British interest in ensuring that British Council and BTC are staffed with local people of right calibre to do the job. Unlike garrison they will be needed after 1997.

Could perhaps be covered under Special Residual Category. Numbers not large (just over 60 in British Council, even fewer in

British Trade Commission.)

Chinese continue to make unhelpful public statements about package. Will continue to explain reason for our proposals, with aim of getting them to desist. (Prime Minister will see Chinese Ambassador on 16 March; Lord Young to visit Peking end March).
