Home Secretary's comments

7. Home Secretary had told Mr Langdon:

(i) that he was certain it was not right to take the Committee Stage on floor of the House because he could not be certain of getting early closure;

(ii) therefore, for timing reasons, essential that Bill be

introduced before Easter;

(iii) on the explanatory paper, he was inclined to say as little as possible at first reading. (Mr Langdon had explained the need to describe the scheme to the House to enable a meaningful

debate to take place.)

Action Home Office to draft explanatory paper for Ministers to

consider.
