allocation scheme would need to contain a category for
entrepreneurs. Criteria would include the extent of their
investments and numbers employed by them. The Governor would
include these details in his recommendations to the Home Secretary.
Mr Hammond confirmed that an "advisory committee" would interfere
with the existing rationale for the Bill (Governor recommends Home Secretary approves subject to very few specified exceptions). The quota for this category was suggested as either up to 500 or up to 1,000, subject to the Governor's advice. Important that numbers should be sufficiently large to persuade PM that officials were
taking the matter seriously. Very large number of companies in Hong
Kong not all of whose owners could qualify under "managers" category through lack of formal education etc.
Action (a) Home Office to redraft OD(K) paper accordingly;
(b) Home Secretary to write to PM today, (cc to Secretary of
State only) explaining plans on entrepreneurs.
