The UK Secondment Scheme
The draft paper (paragraphs 3-3)
paragraphs 3-3) presents the Home Secretary's case for excluding the UK Secondment Scheme.

3. with regard to occupational groups to be included in the General Allocation Scheme (GAS) the draft paper (paragraphs 15-18) reports the Hong Kong Government's argument, on grounds of divisiveness, that no groups should be wholly excluded and ics preferred allocation of places on that basis (Annex C2) but goes on to present the Home Secretary's view that the inclusion of unskilled and semi-skilled workers would be incompatible with the purpose of the nationality package. draft paper suggests that the exclusion of such groups could be justified by reference to their relatively low emigracion races and illustrates the effect of limiting the GAS to groups with an emigration rate above 1% (Annex C3). This Annex is for illustration only; it would, for example, be possible to adopt a higher cut-off point.
