a) Seek to persuade the Home Secretary to amend his OD (K) paper.

But he may well be reluctant to accept substantial changes and,

in any case, time is very tight (the final paper must be in Ministers' boxes by the weekend).

b) The Secretary of State could issue a paper of his own giving

a gloss on some of the recommendations. We could draft a short

paper on 2 March. But it would be undesirable for the Secretary of State to have to do this (the risk of a damaging public leak cannot be discounted).

c) To reserve comments for OD (K) but to seek an opportunity before then for the Secretary of State to speak to the Home Secretary to attempt to minimise any remaining differences.
