HKG propose 300 places in the later batch for the Secondment Scheme for the private sector, if Ministers indeed decide to pursue this Scheme.

As for the reserve for future use, HKG propose holding 10% back so as to create the greatest impact on boosting local confidence when the Scheme is launched.

The UK team will consider the proposed package and draw Ministers' attention to the points made by HKG.
Future Programme of Work

The tentative programme of work and the need for further meetings are as follows

a)
The UK team will make a submission to ministers
on 23 February. The amount of additional work
afterwards will depend the ministers' reaction
to the submission.
b)
In the final run-up to the introduction of the bill, a lot of preparation work is expected to take place. A meeting between the 2 teams may
be required in mid-March to finalise the
documentation for tabling at the Commons in the first week of April.
