As for the methods of selection, HKG envisage
that the general points system should also apply to the
disciplined services and adjustments will be made under
"special circumstances" to cater for the special needs of individual departments. As regards the processing of applications, HKG's preliminary thinking is that applications will be handled by individual departments
rather than by the Immigration Department. HMG and HKG
agree that corruption prevention measures should be built into the implementation procedures and that
subjective judgement by heads of services avoided. HKG
will, by end-February, finalise a paper on the points
system and administrative procedures for the disciplined
services.

Garrison and other British institutions for assurances
are incompatible with the package. The UK team's
discussions with MOD have not been conclusive and
alternatives are being explored.
