The UK team concludes that despite the disappointment expressed by firms towards including the Secondment Scheme within the package ceiling, a majority of firms contacted would like to participate in the

Scheme. There is also the Ministerial commitment to

pursue this Scheme. HKG maintain that the inclusion of

this Scheme within the package will be seen as taking away places for better qualified persons in favour of

those nominated by firms.

If the Secondment Scheme is to be fitted within

50,000, difficulties are envisaged in running it in

conjunction with the General Allocation Scheme. The UK

team suggests that the allocation for the UKSS be

counted against the numbers reserved for the subsequent

trenches. It will also prepare a paper describing the

procedures of the Secondment Scheme.

Both the UK and HK teams will reflect on how the

proposed Secondment Scheme should be dealt with.
