Secondment Scheme (UKSS). You are aware Governor on the UKSS, which he has also
to FCO in his telegram no. 635. On your proposed
arrangements for the UKSS, we have the following
comments which we have not been able to clear with the Governor

As the UKSS is intended to run parallel to the GAS, a
secondee may apply under the GAS. If he succeeds, he will wish to opt for immediate registration as British

should be allowed, up to 31 December 1991, to nominate another
secondee as replacement, assuming that the 5 years would expire
before 1 January 1997. In other words, after 31 December 1991,
no replacement should be permitted and any vacant places in the
UKSS should be reallocated to the GAS.
