(i) by retaining the staff who are scheduled
to be given up;
(ii) by redeploying additional staff from
other parts of the Immigration Department;
(iii) by requiring the staff to work over-time;
and
(iv) by introducing extended business hours
or additional shift(s).
All these measures are feasible and have been
resorted to in the past by the Director of
Immigration in relation to several territory-wide
registration exercises.
(b)
Computer system
A purpose-designed automated system will be
developed to support the process of applications,
the refinement of the points system, the selection
of candidates and data analysis, thus minimising
manpower requirements.
(c)
Pre-operation publicity
Well timed and intensified publicity will be
launched before the operation of the scheme.
The publicity aims to tell the public as much
as possible about the scheme, so that those
who find themselves not likely to stand a chance
