Thank you very much for sending over yesterday advance copies of papers for our discussions next week. Given the haste in which they have been prepared I must say that they are impressive and provide an excellent foundation for our forthcoming deliberations.
The one major point which I would make at this stage is that the figures in Appendix B, which exclude specific allocations for the Sensitive and Discipline Services groups, appear to have been prepared on the basis that the overall ceiling of 50,000 heads of households for the scheme might be increased or that these groups should be taken outside the scheme altogether. We did, as promised in Godfrey Stadlen's letter of 22 January, put to Ministers your arguments for setting the ceiling at 225,000 primary and secondary beneficiaries (rather than 50,000 primary beneficiaries), or for accommodating the Sensitive and Discipline Services outside the main scheme, but, as we predicted, they remain firm that the all inclusive 50,000 ceiling must stand. means that the figures in Appendix B will need to be re- worked.

On the linked question of wider use of section 4(5), the Home Secretary has confirmed that applications should continue to be considered on the existing strict criteria.
I should also mention a point of detail on Appendix B. The way in which the figures are set out do not make clear how those in column (d) are derived. I suggest we need an additional column showing the individual (by group) and
