Secretary's meeting and despatched to Counsel, with ODK
paper (so that Counsel is aware of the options being
considered).

ODK meets.
We inform Counsel of the final shape of the Scheme.
Legal Advisers begin drafting the Scheme instrument.
Rest of March
Draft of Bill shown to Governor.
Completion of Bill and draft Scheme.

Preparation of publication plan (to include Mr Lloyd's visit to Hong Kong in April).
It was agreed that Mr Morris would contact Private Office
and ODK Secretariat to book meetings as above. Mr Morris
would also put up a note giving Ministers advance notice of
the programme of work outlined above and the issues that will
need to be addressed.
