1. You will have seen from Mr Garel-Jones' minute of 27 September to the Secretary of State that he and Mr Bossano discussed Mr Bossano's plan to encourage Hong Kong companies to invest in Gibraltar by offering residence to some 2000 Hong Kong people. Bossano did not seem to have worked out any scheme and indeed asked Mr Garel-Jones advice on how he should proceed. Mr Garel-Jones agreed to consult the Home Office but reminded Mr Bossano of the undertakings given to the House so far as total numbers were concerned.

Mr Garel-Jones thinks that we should investigate the possibilities open to Bossano; the trick for him would be to find a way of offering right of residence in Gibraltar without that being taken up; the danger for us would be that if residence were taken up then, in theory, the beneficiaries could qualify for right of abode in the UK after 4 (5?) years. We also need clear advice as to whether we can actually prevent the Gibraltar Government from giving a right of residence that carries with it an eventual right of abode in the UK.
