POSSIBLE SETTLEMENT OF HONG KONG CHINESE IN POLAND

Mr Kostecki (card attached), a Canadian of Polish origin, called today to tell me of his project to en courage Hong Kong Chinese to invest and settle Poland. His associate on this project is Jerzy CzartorysKL. a Canadian cousin of Stanislaw Czartoryski (who originally put Mr Kostecki in touch with me).

Mr kostecki left me with the attached description of nis programme. There was a lot more material, all of it in Polish. He mentioned that "business/ Ammigration" programmes for Hong Kong Chinese were already in operation in other countries including Australia, Canada and Jamaica, He go the idea of doing something in Poland after reading in Der Spiegel that Hong Kong Chinese had offered The Hungarians $2 billion worth of investment in exchange for rights of settlement for a few thousand Chinese. His discussions with the Polish community in Canada and contacts with the Catholic Archbishop in Hong Kong had encouraged him to press ahead. The 300,000 Carolies Hong Kong might prove a fruitful inicial source of PECIULtient. He had discussed his project LI Poland with the Minister of Lapour (Kuron) who had been enthusiastic and who ad promised to write to him SUDOWCI'ing him to represent the Polish Government in

the Hong kong authorities (there is Polisi diplomalle representation du lịch Hong Kong).
