EC Issues
7. Preparations for the Italian Presidency can be discussed with both Andreotti and De Michelis. We want to maintain
the momentum of the Single Market programme and should emphasise our positive but pragmatic/evolutionary approach
to institutional and monetary developments.
We should push
again for better Italian implementation and enforcement of EC legislation.
East/West Relations
8.
We should offer a frank assessment of the prospects in the Soviet Union, particularly Lithuania, and Eastern
Europe.
Germany
9. The Italians may repeat their fears expressed at the February Summit about a "directoire à cinq" after
unification. We can reassure them again using 'Post-boxing' arguments and brief them frankly on the 2+4 meeting on 5 May and future prospects.
Alliance Issues
10. We should talk in some depth about the security aspects
of the 2+4 process and its NATO aspects. We should see
whether the Italians are prepared to engage themselves more actively in efforts in sustain the transatlantic security relationship.
CSCE
11. We want to help maintain Western cohesion in preparatory
work for the CSCE Summit (Italy, as Presidency for this
period, will report for the Twelve to NATO). We should confirm Italian support for our ideas for the Summit agenda.
