ANGLO-FRENCH SUMMIT, 4 MAY: BRIEFING

1. I attach a call for briefs for the Anglo-French Summit, asking for short contributions to a Private Secretary letter and briefs in standard format for the Secretary of State. The Summit will begin with separate bilaterals between the

Prime Minister/President Mitterrand and the two Foreign and Defence Ministers, followed by a plenary session and a joint Press Conference.

2. The core of the agenda has been agreed with the French: the consequences of German unification, security issues, EC issues and developments in the Soviet Union and Eastern Europe. We have suggested to the French that there may be a need to discuss a number of regional issues as well. We have included briefs on South Africa (for the Prime Minister and the Secretary of State) in view of De Klerk's visit to Paris on 9-10 May. We envisage briefing the Secretary of State (but not the Prime Minister) on CSCE and hostages, but not on any other regional issues. I should be grateful if brief-writers would pay particular attention to our objectives for the Summit. The attached list of briefs is not intended to be exhaustive: other departments wishing

to contribute should say so, setting out their objectives. We do not intend to provide contingency briefs unless there are very strong reasons.

3. The Private Secretary letter must be with the Private Office by the close on Tuesday 1 May. It will therefore have to go into Mr Maude's box on Monday 30 April, which closes at 6.00pm. The deadline of noon on 30 April is therefore the latest possible. Earlier contributions would be much appreciated, although I recognise that some departments may not be able to finalise their input until after the EC Summit on 28 April.
