GIBRALTAR: POSSIBLE ENTRY SCHEME FOR HONG KONG BDTCs

We agree with your suggested line to take with regard to the UK legislation. We certainly do not have anything to give the Chief Minister at this time and a copy of the Bill when finalised would appear to be the easiest solution.
3. We agree also that the best way for Gibraltar to proceed is by simply passing local legislation through their own assembly. There is no way that we would wish to complicate the UK legislation by including Gibraltar or other BDTCS.
I have spoken to Mr Harrington in NTD and he also sees no problem in your proposals. The point you mention in your para 4 poses no problem as far as HKD is concerned.

5. On the whole the scheme which Gibraltar is looking at is very similar in scope to the UK one and would be welcomed by HKD. I have assumed that the Gibraltar legislation will make it possible for Hong Kong people to have right of abode in Gibraltar without their having to leave Hong Kong.
