letter of 23rd February. I have studied it carefully and well understand the difficulties in which. the Government finds itself.
I have made clear my view to the Chinese Government on more than one occasion that they have to
to accept their responsibility for recognising the British Government's difficulties. I have told them that they cannot simultaneous- ly chastise us for failing to maintain stability in Hong Kong, yet remain aloof from supporting, if they can, steps that we deem it necessary to take to maintain that stability.
Having said that, however, I still believe strongly that the creation of a 'have' and 'have not' society in Hong Kong is going to be fundamentally destabilising and my objection to the scheme remains.
I have refused to sign the letter which some of our colleagues have delivered to the Prime Minister as, frankly, I have no wish to be associated with their views, which relate to immigration into Britain.
