Robert Adley MP has not asked any PQs on Hong Kong recently, but

he wrote letters to the Secretary of State setting out his views on

Hong Kong and in particular on the nationality package. This

question is likely to be linked to the imminent Hong Kong Bill.

2. The question as put is not quite correct. Under the terms of

the scheme announced last July, Singapore are not offering immediate

citizenship to Hong Kong people, but residence permits which do not

have to be taken up immediately. If they went to Singapore, they

would of course qualify for citizenship after the appropriate

qualifying period.

A short biographical note on Mr Adley is attached, along with

the letters he has written to the Secretary of State.
