HONG KONG: APPROACH TO THE SOUTH AFRICAN GOVERNMENT

1. Mr Waldegrave has seen Mr Berg's minute of 4 April to Mr Fairweather. He agrees that it is premature to approach South Africa to take special measures to allow entry from Hong Kong given, as Mr Fairweather points out, the international and co-operative nature to the effort.
