We have since had an opportunity to discuss this further with Solarz's staffers. have told us that Solarz came up with this idea off the top of his head. The Foreign Affairs Committee had "an internal self-denying ordinance" against any foreign government official testifying before its hearings. But the ordinance could be changed, and there was already a precedent for a foreign offici (a Filipino) appearing before a "briefing" of the Asia Subcommittee. This had been indistinguishable from a formal hearing in all but name, ie it was open to the public, a record was taken etc.

In response to questions from Solarz's staffers, we have sz that, while not wishing to be unforthcoming, we had reservation about the idea, mainly on grounds of not setting a precedent. Stanley Roth has told us that that was obvious from Mr McLaren' reaction when Solarz floated the idea in London. According to his staffers Solarz is not pressing for a hearing. We have therefore agreed to let sleeping dogs lie. But since Solarz is likely to attend the Ambassador's dinner for the Foreign Secretary next week it might be prudent to ensure that he is aware of these exchanges. If you have an opportunity, I would grateful if you could feed this in. I will be happy to do so here, but the Private office is usually inundated with paper or visit like this.
