Following the
publication of the consultation the Secretary for Constitutional Affairs wrote to
Bar Association, the Law Society of Hong
Faculty of the University of Hong Kong and
the Department of Law of the City Polytechnic to invite
their comments on the draft Ordinance.

During the consultation period, a
submissions were received. They consisted of :

groups of individuals, and

A list of the submissions is at Appendix A.
13 District Boards (DB) and the Heung Yee Kuk
discussed the draft Ordinance at their regular meetings.
They were attended by members of the Constitutional Affairs
Branch and the Attorney General's Chambers except for two
DB meetings. A list of the District Boards which discussed the draft Ordinance is at Appendix B.
