On 16 March 1990, the Government published a White entitled the draft Hong Kong Bill of Rights Ordinance

(BOR) in the Gazette for general information. A

consultation document incorporating the White Bill and a

commentary on it was published at the same date. 30,000

bilingual copies of the consultation document were

distributed through the Government Publications Centre and

Public Enquiry Centres of the District Offices. Braille

copies and casette tapes of the consultation document were

made available to voluntary agencies which provided

services for the blind.

The consultation document

specifically invited

members of the public to submit to the Secretary for

Constitutional Affairs their comments on the draft of the

BOR by 16 May 1990. At the suggestion of the Legislative

Council (LegCo) Ad Hoc Group on the Bill of Rights, the consultation period was extended to 6 June 1990.
