The draft Ordinance was published on 16 March 1990 in the Gazette as a White Bill for public information and copies of the consultation document were distributed on the same date. Following a three-week extension of the original consultation period, the consultation exercise finished on 6 June 1990. A report on the consultation exercise has
has been drawn up and a draft Bill has been prepared in the light of public comments received, including those of the Legislative Council Ad Hoc Group on the Bill of Rights (Leg Co Ad Hoc Group), and our further exchange of views with the Foreign and Commonwealth Office (FCO).

A total of 800 submissions were received during the public consultation period. During this period, the Administration also attended regular meetings of 13 District Boards and the Heung Yee Kuk which discussed the draft Ordinance.
