To agree the Hong Kong Bill of Rights Bill 1990 for introduction into the Legislative Council.

RECOMMENDATION

2.

It is recommended that the Hong Kong Bill of Rights Bill 1990 (BOR) at Annex A be introduced into the Legislative Council. [Revised Bill to be prepared by Law Draftman.]

3.

Members will be asked to advise whether this recommendation should be approved.

The Executive Council considered a draft Hong Kong Bill of Rights Ordinance 1990 (the White Bill) on 9 January, 23 January and 6 March 1990. On 6 March 1990, the Council advised

the Governor ordered, inter alia, that the draft Ordinance as amended by the Council, together should be approved as a consultation

with
