The draft Ordinance was published on 16 March 1990 in the Gazette as White Bill for public information and

copies of the consultation document were distributed on the

same date. Following a three-week extension of the

original consultation period, the consultation exercise

finished on 6 June 1990. A report ОП the consultation exercise has been drawn up and a draft Bill has been

prepared in the light of public comments received, including those of the Legislative Council Ad Hoc Group on the Bill of Rights (LegCo Ad Hoc Group), and of our further exchange of views with the Foreign and Commonwealth Office

(FCO).

The Consultation Report

A total of 800 submissions were received during the public consultation period. During this period, the Administration also attended regular meetings of 13 District Boards and the Heung Yee Kuk which discussed the draft Ordinance. A consultation report summarising the views expressed is at Annex C. At the same time, the LegCo

Ad Hoc Group has also completed its examination of the

draft Ordinance. A copy of the report of the Group is at

Annex D.
