6. I hope that the combination of our telegrams and faxes, the Human Rights Committee's General Comments and the above thoughts, might supply most of the answers you want. We rather doubt whether, at this late stage, the involvement of an outside lawyer could be useful. She/he would not have the benefit of any of the classified papers (and correspondence between ourselves and yourselves must of course remain confidential), without which the context would not be clearly understood. Furthermore, we are rather concerned at the prospect of publication of the research; if the researcher's recommendations are not in the end followed, publication might invite more controversy. If, after consideration of all this material, you still think it might be necessary to engage an outsider, I should be grateful if you could contact me again since I ought to keep Hong Kong Department informed.
