clarified in many cases by the HR Committee (see esp their comments re Articles 17, 24, 26 and other parts which I have marked with an X in the margin).
6. I hope that the combination of our telegrams and faxes, the Human Rights Committee's General Comments and the above thoughts, might supply most of the answers you want. We rather doubt whether, at this late stage, the involvement of an outside lawyer could be useful. She/he would not have the benefit of any of the classified papers (and correspondence between ourselves and yourselves must of course remain confidential), without which the context would not be clearly understood. Furthermore, we are rather concerned at the prospect of publication of the research; if the researcher's recommendations are not in the end followed, publication might invite more controversy. If, after consideration of all this material, you still think it might be necessary to engage an outsider, I should be grateful if you could contact me again since I ought to keep Hong Kong Department informed.

If there is any more information we can supply or if you would like amplification of any of the above, please do not hesitate to telephone.
Yours sincerely,
