Hong Kong Bill of Rights
The Secretary of State has seen your submission of 22 December. He is attracted by Mr Maude's suggestion of 2 January that the draft Bill of Rights might be published during his visit to Hong Kong. The Secretary of State is, as you know, keen to get away from the notion of a "listening" visit and to show that we are acting on our commitments to Hong Kong. This would be a contribution to that.
