Discrimination by not
giving the mother the right to give consent for the marriage of her children under the age of 21
(article 26).
Wide discretion of the Commissioner for Television and Entertainment Licensing over licensing conditions for public entertainment (article 19).
Wide discretion on the part of the Broadcasting Authority in relation to prohibiting broadcasting on grounds of content, coupled with specific prohibitions on political programmes and advertisements, may breach article 19.

Amendments needed to bring the relevant provisions in line with the Covenant. Detailed consideration required.

Consideration is being given to an omnibus Broadcasting Ordinance by subsuming the related provisions of the
Television Ordinance and
Telecommunications
Ordinance. Alterations
to these two latter Ordinances could be
undertaken in the context
of the omnibus ordinance.
