The draft Annual Report to parliament on Hong Kong for 1989.
It covers 1989 and the 3 months to the end of March 1990.
A draft covering letter from the Secretary of State as
suggested by Mr Maude.
2. We have been in touch with NTD about the printing time-table for this report, once it has been approved by Ministers. NTD say that it should be possible to complete the printing within 5 working days, if we confirm that it is a matter of top priority.
3. In my view it would be desirable, but by no means essential, to
publish the Report before the end of March. But no harm would be
done if it slipped into early April.
4. The time of the publication of the Report will need to be
considered in relation to Mr Maude's own visit to Hong Kong (7-11
April). These reports arouse some limited degree of interest in
