THE BASIC LAW COMMITTEE

- The Basic Law provides that there shall be a Committee on

the Basic Law which the Standing Committee is required to

consult before giving an intrepretation of the Law. The Basic Law Committee cannot bind the Standing Committee of

the NPC, which is the organ under the PRC constitution

charged with interpretation of the Constitution and statues. But there is considerable provision for consultation and

advice.
