THE "RIGHT OF ABODE" REQUIREMENT FOR OCCUPANTS OF SENIOR
POSTS
We knew from the negotiations on the Joint Declaration
that the top posts in the HKSAR would be reserved for
Chinese nationals. The Basic Law has now more clearly
defined the posts involved and extended the restriction to
include holders of right of abode abroad. Those who are
ambitious will need to make a choice. But the majority of
posts in the civil service and 20% of the seats in the legislature may be held by foreign nationals.
