HONG KONG/CANADA DRUGS TRAFFICKING AGREEMENT: INSTRUMENT OF

ENTRUSTMENT

Problem

1.

Hong Kong wishes to conclude a series of bilateral drugs

trafficking agreements. It has initialled the first such

agreement with Canada, scheduled for signature in September.

In order to proceed, the Governor of Hong Kong requires an

entrustment from the Secretary of State.

Recommendation

2.

I recommend that the Secretary of State sends a despatch

to the Governor constituting the necessary authority to sign

the Canadian and any future such agreements. I submit a

draft which follows the usual form of entrustments for Hong

Kong. Legal Advisers and ERD agree.
