I have the honour to refer to the initialled text of

an agreement negotiated between the representatives of

the Government of Hong Kong and the Government of Canada,

concerning the investigation of drug trafficking and

confiscation of the proceeds of drug trafficking, which

the Government of Hong Kong wishes to conclude.

The United Kingdom Government hereby formally

entrusts you with the authority to conduct external relations on behalf of Hong Kong as follows, namely to negotiate, conclude and implement agreements with any

state or territory in the field of reciprocal juridical assistance in respect of cooperation in the investigation

and recovery of proceeds of drug trafficking.
