ARTICLE IV

REFUSAL OR POSTPONEMENT OF ASSISTANCE

Assistance

shall be refused if the

Central

Authority of the Requested Party determines that execution of

request would seriously impair the essential interests of

the Requested Party.

Assistance may be retused or postponed if execution of a request could prejudice an investigation or proceedings

being conducted within the Requested Party's jurisdiction.

3.

Before refusing to grant a request for assistance

the Central Authority of the Requested Party shall consider

whether assistance may be granted subject to such conditions

as it deems necessary. If the Central Authority of the

Requesting Party accepts assistance subject to these

conditions, the Requesting Party

Party shall comply with the

conditions.
