As everybody kabwe, valid travel document must be recognized by the local government; it must be applied for and obtained through the proper procedures. Travel documents issued by unrecognized regimes, for instance, will not be accepted. On the other hand, while some governments are recognized, then passports which are not obtained through the proper procedures will not be accepted either. For example, months ago the Public Security ~Bureau of China announced that all passports issued by foriegn countries which are brought by Chinese citizens shall not be recognized. According to the Chinese nationality law, Chinese citizens living in the Chinese territory who wish to obtain the nationality of a foreign country have to apply for permission to relinguish their Chinese nationality. Before they are granted such permission they are not entitled to any consular protection within the Chinese territory nor can
