being contrary to any undertaking given by the British

side, the nationality scheme is strictly in accordance

with the Joint Declaration [JD 30], and our duty to do all

we can to preserve Hong Kong's economic prosperity and

social stability. The whole object of our acheme is to

keep in Hong Kong some of the key people who are needed

for this purpose.

[If pressed: Any persons who are at present BDTC and who

become British citizens under the scheme will cease to be

BDTC= at an appropriate time before 30 June 1997.]

As I have already indicated the scheme will be

open to civil servants because it is essential to

to the

stability and good government

government of Hong Kong

that key

members of the Administration remain in post up to and

beyond 1997. A dedicated and professional civil service,

which has been a corner-stone of stable and efficient

government in Hong Kong, will be needed in the years ahead.
