Application procedure
17.
Applicants will apply to the Hong Kong
Immigration Department. The applications will be
processed and ranked in points order, by occupation. A11
candidates scoring sufficient points in their respective
occupational groups will be interviewed to verify the
information. A check will also be made to ensure good
character. Information оп those who qualify will be
submitted to the Governor
who, if satisfied, will
recommend them to the Home Secretary for registration as
British citizens.
18.
I would now like to respond to specific concerns
raised by the Chinese side, culminating in the official
statement on 1 March by a spokesman for the Ministry of
Foreign Affairs, that the scheme contravenes either the
terms of the Joint Declaration or the associated memoranda
exchanged
between
the two sides.
Our memorandum
associated with the Joint Declaration refers to:
"All persons who on 30 June 1997 are, by virtue of
connection with Hong Kong, British Dependent
Territories
Citizens (BDTCS) under the law in
force in the United Kingdom
It does not preclude the British Government from granting
