AIRPORT RAILWAY
32 km high speed (135 kph) rail link between the CLK Airport and Hong Kong Island, with local transit service between the Tung Chung Community and existing MTRC lines.
Three Airport Railway stations and four to six additional local service stations.
3.5 km or more of bored tunnel, with a bridge crossing of Rambler Channel and an immersed tube crossing of Hong Kong Harbor.
Decision on scope and timing 1Q 1991.

ROUTE 3 PROJECT (Tsing Yi and Kwai Chung Sectors)
Consultants:
9.5 km of dual 3- to dual 4-lane urban expressway from the Lantau Fixed Crossing to the west Kowloon waterfront at Lai Chi Kok. Includes 1.6 km of dual 3-lane bored tunnels and a 500 m crossing of Rambler Channel.
Status: Stage 1 design, to complete May 1991. Consultants: Scott Wilson Kirkpatrick/Parsons Brinckerhoff Asia Ltd./Haswell/Wilbur Smith (SPHW).
WEST KOWLOON RECLAMATION
330 hectare reclamation along the west Kowloon waterfront to provide land for airport-related transportation projects. 28.8 million cu meters dredging, 68 million cum fill, 7.8 km of seawalls. Extensive relocation of existing port facilities and infrastructure. Seven main reclamation contracts.
Status: Detailed design. Design of south portion by Civil Engineering Services Department (CESD). Consultants: Mott MacDonald Hong Kong Ltd. (design of north portion). Construction work started 25 September 1990 on first main reclamation contract (Gammon HK Ltd.)
WEST KOWLOON EXPRESSWAY (Route 3)
3.9 km of elevated and semidepressed dual 3- to dual 4-lane urban expressway through West Kowloon Reclamation from Lai Chi Kok to the Western Harbour Crossing toll plaza km of reconstruction and improvements to existing urban distributor roads.
Status: Detail Design. Consultants: Freeman Fox/Maunsell (WKE Project), Pypun/Howard Humphries (Route 4 Improvements).
WESTERN HARBOUR CROSSING (Route 3)
1335 m dual 2- or 3-lane immersed tube tunnel between Kowloon and Hong Kong Island. This will be the third vehicular tunnel constructed beneath Hong Kong Harbor.
As with the previous two tunnels, project to be implemented by a private developer under a BOT franchise.
Status: Feasibility study stage; BOT tenders to be invited 2Q 1991. Consultants: Western Harbour Crossing Consultants (WHCC) consortium.
CENTRAL AND WANCHAI RECLAMATION
Large-scale reclamation on the Hong Kong Central waterfront to provide landfall for the Airport Railway and its in-town terminal. Relocation of existing ferry terminals and other waterfront facilities. Decision on scope and timing of Phase I reclamation 1Q 1991.
Status: Detailed design of Phase 1; tenders to be invited mid-1991. Consultants: Maunsell Consultants Asia, Ltd.
