You suggested that we should ask Hong Kong to explain 1) (2
why the Shenzhen and Macau airports did not undercut the
need for a new airport at Chek Lap Kok. In fact, we have a
considerable amount of information on this already.
Attached are:
(i) Extract from the speech by the Secretary for Economic Services in LegCo on 31 October.
(ii) Extract from a presentation to the Chinese
experts on 16 October.
(iii) Talks with Chinese experts on 16 October.
(iv)
Note of the visit to Kai Tak by Chinese experts

The thrust of all these documents is that Macau will
not draw any significant traffic away from Hong Kong and that, at maximum, if all Chinese mainland carriers divert to the Shenghen airport, it would relieve Kai Tak of 10% of its passangers and 17% of its aircraft movements. This would prolong Kai Tak's life by 12-18 months ie up to 1995.
If direct flights from Taiwan to the mainland were to
happen, this would further reduce passanger traffic by 5%,
delaying saturation to the end of 1995.
