1. Some of these projects (lor example, the West Kowloon Reclamalion and expressway,and the Western Harbour Crossing) are required even without ar airport, and some are expected to be financed wholly (Westem Harbour Crossing) or partly (Chek Lap Kok Airport) by the private sector.

2. This expenditure should be seen in perspective, against the fiscal reserves of $72.5 billion and the increasing Lanc Fund, and against the considerable revenue arising from these projects, including potential revenue of nearly $40 billion from land sales.
