5. These developments could be quite helpful in the context of our exchanges with Mr Heap. If TH themselves conclude that the airport platform contract is not worth pursuing from Britain, they are less likely to be seriously critical of Sir David Ford's discouragement of a

pre-emptive bid. We will have to decide, in the light of Mr Heap's report on his meeting with the Chief Secretary, how we guide Trafalgar House on the platform contract. Mr Fletcher made it clear that they would look to us and would, in effect, do whatever we asked them to.
